There are a number of different criminal offences which restrict the supply and use of harmful substances. In the year ending June 2022 around 38.8% of adults claimed it would be very or fairly easy for them to obtain illegal drugs within 24 hours, lower than was claimed in the year ending March 2020 (43.2%). Holders of controlled drug licences are required under the terms and conditions of their licence to submit an annual compliance form to the department by the end of February each year. Carriers are therefore exempt from the licensing requirement for controlled drugs when acting in their capacity as such (and longer term storage is not taking place). In the licensee setting, we consider that good operating procedure guidance is as valuable as good physical protection in preventing the loss and diversion of controlled drugs.

More detailed descriptions on which drugs are included for each year can be found in Section 1 of the accompanying dataset. The majority of people aged 16 to 59 years who reported using any drug in the last year were infrequent users (70%), with almost half (49.4%) reporting they had only taken them “once or twice” (Figure 4). The proportion of people aged 16 to 24 years that were infrequent users was similar (67.6%). Prevalence of use in the last year was below one percent for all other individual drug types in the year ending March 2023, except for ketamine (3.8%) and new psychoactive substances (1.4%) in those aged 16 to 24 years. Always seek medical assistance if you have concerns or questions about your condition.

It’s important to look out for signs that your child’s drinking or drug use is affecting their mental health or wellbeing. You can find a list of common warning signs further down this page. Try to do this even if your child or young person tells you something that worries you. Avoid getting angry, shouting, or telling them they’re ‘bad’ for drinking or trying drugs. If they’re worried that you will be cross, they might become secretive about what they’re doing.

Reducing the harm from illegal drugs

In the licensee setting, applicants should take advice from both this department when their application is being processed, as well as the relevant police contact dealing with crime prevention matters. Companies and individuals are reminded that they are still bound by the requirements of relevant waste legislation and should take further advice from the relevant Government department on this. For this purpose, the authorised person may be an officer of Pharmaceutical Advice and Services at the Department. Records may also be required under the terms of a licence issued by the Department.

In doing so, the JCDU should seek to provide confidence to local government that this is a long-term commitment. It must also urgently develop a plan to reduce the demand for illegal drugs. The current lack of emphasis on preventing illegal drug use means that departments risk only addressing the consequences, rather than the causes, of harm. The government will only achieve value for money if it builds on the initial momentum of the new strategy and develops a longer-term, funded plan that delivers a joined-up, holistic response. The aim of the service is to help reduce the impact of alcohol and drug misuse by providing drug and alcohol treatment and recovery services which will and allow more adults to make a meaningful recovery.

Since estimates began in the year ending December 1995, cannabis has consistently been the most used drug in England and Wales (Figure 1).
